What population is served?
Academic profile
“The college features a strong mix of ethnic diversity in its student population: 33% are Caucasian, 27% are Latinos, 19% are Asian/Pacific Islander, 8% are Filipino, 6% are African American, and 5% are from other ethnicities or their ethnicity is unidentified.”

How many people does the organization serve?

“Cypress College's student population reaches nearly 17,000 per semester, though that number has fluctuated (experiencing historically high levels in 2010 and going as low as 12,500) in recent years based on the level of state funding provided and other economic factors. Spring 2012 enrollment was approximately 15,000.”

What are the stated goals of the agency?

“Cypress College is a comprehensive community college located in Cypress, California. The college is one of 112 in the California Community Colleges System. The southern California college offers a variety of general education (55 associate degrees), transfer courses (58 transfer majors), and 145 vocational programs leading to associate degrees and certificates.”  Basically, The premier goal of Cypress College appears to be preparing students to transfer to and succeed at a university.
What are the needs that this agency is attempting to meet?
Some of the needs that Cypress meets would be to serve the community by having an affordable option for students to get a handle on higher education.  It offers the opportunity for students to network with those that share their interests.  Cypress also helps disabled people along with their education.  Cypress meets any needs requirement to get its’ students on track as life long learners.  Cypress will help you out with your transfer to a university.  Attending and succeeding at Cypress may improve a student earning potential.  Attending Cypress may improve a student Quality Of Life (QOL). Cypress “facilitates learning by providing quality educational programs and services that are student-focused, accessible, comprehensive, and flexible to meet the educational needs of the diverse communities it serves”.  I think Cypresses sister campus is Fullerton.  The colleges: “focuses on student success by delivering quality, affordable, and responsive educational opportunities in a technologically rich and supportive learning environment”.

What services are being provided to meet these needs?

Fall 2016 Board Of Governors (BOG) - Fee Waiver
“The California Community Colleges is the largest system of higher education in the nation, with 112 colleges serving 2.1 million students annually”
Eligibility Chart - I Can Afford College
“Sample Eligibility. The Basics. Are you eligible for federal financial aid? Good question.  California Community Colleges Board of Governors (BOG) Fee Waiver.”
The best way to determine if you are eligible for the BOG is to download application, fill it out and submit it.  In 2011 we did and qualified – then mainly only had to pay for books.
FYI - BOG Fee Waiver Application - CCCApply
For eligible California residents, the California Community Colleges Board of Governors (BOG) Fee Waiver permits enrollment fees to be waived.
Download the BOG Fee Waiver Application from “icanaffordcollege.com”.
“CCCApply.org is your online gateway to the California Community Colleges. Each year at our 113 colleges, nearly three million students from all over the world build their career skills, prepare for transfer to four-year colleges and universities, or simply enrich their lives through learning.  Click the following link to download the BOG application: 2016-2017 Application, also available in Spanish.”
The Primary Criteria for Eligibility are: Residency, Dependency and Income.

Where does the rest of the money come from to provide the services?

We have long tried to figure out funding when it comes to the Orange County Health Care Agency – Behavioral Health Division.  We found a paper in which the author indicates “Funding California's Community Colleges is a highly complex matter”.  If a specialist states this we at this point consider funding as no go zone.

What staffing positions are being used to provide these services?
Community College Positions - HigherEdJobs
There appear to be three categories of Community College Positions.  These are: Faculty Positions (4,247): Executive Positions (190): Administrative Positions (2,736).  As of this day, November 28, 2016, the numbers appear to be the approximate number of openings.
If you want a job see CCC Registry - Jobs at California Colleges
The Registry “Provides services for individuals seeking employment as a faculty member or administrator at one of the state's community colleges.”
What are the educational requirements of these staffing positions?
I will focus on faculty positions.  It appears that the minimum standard education level for a professor in the community college system is a Master’s Degree.  To keep it simple plan ahead if you wish to become a professor.  Deliver your Master’s in the area that you wish to teach.  If you want to teach Chemistry earn your masters in Chemistry.  I had to pass an equivalency test for California State University Fullerton (CSUF).  I wished to teach high school science.  My Bachelors is in Biology.  My Master’s is in Pathology.  A CSUF board determined that I was qualified to teach physical science, biology, and chemistry.  If I were to seek at job at Cypress say in Chemistry I would get to undergo and Equivalency Determination. “Equivalency: What is it? And does it apply to me?  In general to demonstrate Equivalency I would present some or all of the following: Course work, Work Experience, and/or Eminence in the field.  “Equivalent to the minimum qualifications means equal to the minimum qualification, not nearly equal.”
More on Equivalency - FYI - Mira Costa On Equivalency
Faculty Positions at Community Colleges
For faculty positions it appears a minimum of a Master’s Degree is required.  There could be some exceptions particularly if you are eminent in the field.
Subjective Impressions:
Did you feel welcome at the agency?
I hadn’t been on Cypress Campus since January of 2012.  I was enrolled in Sociology and Co-occurring Disorders.  I fell short of my goals that term.  I left on good terms and kept my BOG eligibility.  If I had stayed I certainly would have visited Professor Zager in his office hours.  But really the agency I wish to discuss here is Professor Zager.  I submitted my paper online to him.  I was hoping to get some Pro-Bono help from him (Distance Education for the Underprivileged).  He never wrote me back.  So being overly optimistic I set aside some resources and time to visit him in his Thursday 3-4pm office hour slot.  I waited near his office until 320pm.  I made a few photographic notes and moved on to the Art Department.  You might say why didn’t I give him advanced notice.  It is not usual and customary to give your professor notice when you are coming during office hours.  So I really didn’t feel welcome.
Did the agency appear to be well organized?
All three of the niches I observed on my office hour trip were well organized: The Campus, the Human Services Department, and Mr. Zager’s door to his office.  I do remember when I was a paying student and visited him that his office was well organized.  One day I went into the Department office and that also was well organized.

If you saw any clients how did the staff treat them?

From 250pm to 320pm there were no students (people) with me waiting.  It just occurred to me: If Mr. Zager were sick or could not attend there might best have been a note on the door.
[MORE LATER NEAR THE END UNDER REACTION]

Would you want to work in this agency?

Would I like to take Mr. Zager again?  Let us say when he teaches ethics again.  Probably not – I got what I needed from this distance approach.  My interests are in measurement and metrics.  One thing that is really fun is the pre-test game.  In hindsight I really smoked some to the competition.  As far me as working for Cypress: Probably not.  Teaching and tutoring K-12 taught me a lot about my limits.  One is not routinely work after dinnertime.
Content Requirements
Class Feedback: (This is a required part of each reaction paper outline)
Distance Education: Like I said in my Code of Ethics Paper, I accidentally found Mr. Zager’s Ethics course materials on a community computer.  His syllabus is complete enough that I could follow the in class work very well.  I also had the thirteen (13) or so lesson (Power Points) to review and reference.

How is this class affecting you to date?

I always think of affect as being mood.  While addressing this material I have been glad, sad, and disappointed.
What have gotten from this class?
The most important this I got from this class was a context to release my take and lived experience with regard to Director Hale.  I am also going to further address ethical principles such as informed consent and confidentially in a new product line.  When I took Mr. Zager’s classes in 2011 I was on the official OC-HCA Volunteer roster.  I had oodles of bosses and had to contain myself.  By being self-employed once more I’ve gained a couple more degrees of freedom.
How can this class be improved to provide more of an opportunity for learning?
Of course he needs to offer it pro-bono.  He might better outreach and engage people who could never come up with the time and resources to purchase a seat and sit in a class.  Having a teaching history myself I could envision his workflow (2011).  Our class size was approximately 30-35.  Adding 10% or three (3) really isn’t much to ask.  In that way he may better serve the disadvantaged human’s that need to be served.  He might even get a student in Iraq or Syria.  Just think of the difference he could make in their lives.  Cypress is on the right path to pro-bono education with their foundation about Distance Education.
“Cypress College offers you the opportunity to learn when learning is best for you. We offer courses that you can take from home, at work and even at play.”

Observations and Reactions

Response to Our Email

I really thought that Mr. Zager and I were on good terms.  Yet when I first submitted my Code of Ethics paper via the Internet (his preferred method) I didn’t even garner a response.  On a whim I decided to visit him during his standard office hours.  As I had done with my book report book back in 2011 I was going to ask him if my in the new ethic article was OK for the class paper. I substituted this Site Visit report for the Ethic Article in the News report.  As you can see with the list above I was ready for some advice.  I didn’t expect to get to everything – some items had a higher priority than others.  My hopes were that sometime before the class final that I could drop in for a fifteen (15) minute oral exam.  I had some oral exams back in Davis finding them to be both challenging and rewarding. Here is a list of my oral exams results: Virology (A-), Avian Genetics (B+), Respiratory Physiology (A-), and Cardiac Physiology (A-).  My Genetics Professor Hans Abplanalp [SPELLED] said he was giving me the version for his PhD Candidates.  This class is worth noting.  I was the only registered student in Avian Genetics that year.  I had one professor and two teaching assistants assigned to me.  That is way he opted for an oral final exam.

Office Hours – Site Visit

Back in 2011 when I was a registered student I visited Professor Zager at least two times.  Like I mentioned earlier one visit was to get approval on my book report book.  He had a nice office and I thought we enjoyed the meetings.  I visited during office hours on November 17, 2016 a Thursday.  I did not give advanced notice because that is not customary.  At Davis in over six years registered as an undergrad and then a graduate student I learned to make the most of office hours.  Some of my professors were game for drop-ins after I had finished their courses.  It is as if my professors never missed a day of work.  If they were not in their offices at assigned times they were more often than not: In the lab or in the barn, etc.  As the photo shows I was not a happy camper so I visited the art department to cheer up a bit.

Still Has “Awesome” Rating

I already addressed Mr. Zager's bios in the parent paper – Code of Ethics.  I didn’t enter social sciences until 1999.  I had Doctor Jack R. Clement as a CSUF instructor who taught CSUF after work.  His day job was Principal of El Toro High School (Circa 1995-2000).  He taught a screening class called Teaching Experience.  He made a note that I was a “strong writer”.  Wow! What a class we wrote about twelve (12) papers.  I did my presentation for Doctor Clement on Distance Learning and Digital Education.  After I had passed the CSUF prep (screening) classes and met with a board of three.  I was accepted in the CSUF Teaching Secondary Education Program. The most remarkable professor was Doctor Lynda Randall (Circa 2000).  The course was called Content Area Literacy.  In her class I debugged many of my errors with writing.  Some people on Rate My Professor grade her hard.  She can be hard on a student.  Her quantitative assessment for me was an A.  At the end of the class near the end of the term she said in front of about ten (10) students: “He is brilliant”.  Even if brilliant is uttered a whole bunch on Harry Potter that one compliment has always been hard for me field.  In general I find that I am “unusual”.  Doctor Randall and I exchanged gifts: I entrusted her a short story I wrote “My History with Literacy – Literacy Autobiography”: And she presented me the book she had been reading to the class: “Tuesdays with Morrie”.  After I finished grieving the passing of my mom (D 1998) and my dad (D 1999) Morrie had to go.  To sum it up Mr. Zager is still in the running as “Awesome”.

Our 2011 Recommendation(s)
Mr. Zager asks for suggestions to improve the classes learning experience.  Back in 2011 when I was a paying student I made at least two.  This is where we run into the “solicitation paradox” (SP, Torkelson, 2015).  SP Level I is if the body you wish to help doesn’t ask for it they do not entertain it.  This happens to me often both at the Fed Level and State Level.  Advocacy is hard business.  SP Level II is if they ask for it and don’t consider it.  SP Level III is when one spoon-feeds and bothers them so much that they use it.  At the state level, an agency (DHCS) was in the stakeholder comment stage of rule making regulations.  I noticed that they had added Eastern European as a demographic.  I wanted them to ad Scandinavian.

Power Point Peeves

One of my suggestions was back in 2011 when I indicated to Mr. Zager that we students need student friendly Power Point Handouts.  I took his 2011 PowerPoint on Grief (Crisis Intervention Course) and removed the unnecessary color and increased the size of the fonts to 32 and above.  I submitted the finished version via email.  The story probably would have ended here, yet.  When I stumbled upon Mr. Zager’s Ethics course materials there were about thirteen (13) lessons in Power Point format.  I brought a couple up to learn in the fast lane and observed small fonts and too much background color.  Some of us students print at home using our Inkjet printers.  Background color just isn’t in the budget.  In general the only time I approve of color in Power Points is if the presentation (say sales and marketing) can be directly linked to increased revenue and profit. For us pedagogies we are on a tight printer budget.  It can cost us more in ink to print the background than the letters (text) themselves.  Yet in the end Mr. Zager is an “Awesome” teacher.  This paragraph was just a test run for addressing Doctor Jeffery Nagel’s (OC-HCA – Behavioral Health Services – I think his is the Operation’s Manager) presentations.  He presents using Power Point for the community on average nine (9) times per year.  I do wish to say: I am really glad that I took the Zager Audit Challenge (ZAC) this term!
