Finding the Code(s)

During the second half of 2012 I hooked up with a new life coach.  While we oriented ourselves about my needs and what he could support, we determined we would best be served with a standard to work around.  At some point we determined that his credential was Recovery Addiction Specialist or a RAS.  We were pleased to find that the Breining Institute supports an RAS credential.  Furthermore Breining provides to the public via their website at least two codes’ of ethics.  The level one code of ethics is directed at their credentialed RASs.  Basically, we found the code we apply here in this study online.

Abstract

In response to finding Professor Zager’s HUSR 275 (Ethical Issues in Human Services) course materials on a public computer we decided to include the reaction paper into our fall schedule (audit).  We had Mr. Zager twice in the past and scored well in his classes.  Two of our current fortes are assessment and external quality review.  Using a Code Of Ethics (COE) of our choosing: We derived a Beta version assessment tool.  We selected a few people whom we are familiar with and that engage in the helping professions.  The cohort size for this study is six (6) individuals.  We call the score our assessment instrument yields an Ethical Relationship Value or ERV-RAS.  Professor Zager scores the highest ERV.  We scored ourselves (rate the rater) and scored 87.5%.  We set the cutoff at 80.0% that is about the lowest a graduate student in the University of California (UC) system is permitted to earn.  We encourage those earning lower that 80.0% to invest some time in self-help about ethics in Health & Human Services.

This report was chartered on October 5th, 2016.  Before the time of submitting (November 3rd, 2016 deadline) we committed about seven incidences for development about the submission version as compared with the longer Blog version.  Our goal is to post the core paper here as well as select appendices by December 7th, 2016.

  2. That I have a total commitment to provide the highest quality of care to those who seek my professional services. That I shall not provide services. beyond the terms and conditions of my professional certifications and/or licenses.

How do you believe that an agency should make aware to its’ employees the code of ethics?
The RAS code of ethics (RAS-COE) might best be addressed in yearly compliance training.  In addition, a generalized code of ethics about the helping professions might be provided in the agency’s newsletter.
In your opinion what is the most important area of this specific Code of Ethics? Why do you believe that this one is of importance?
In our opinion, the most important area in the RAS code would be the Pursuit Of Excellence (POE) and Life Long Learning (CSUF Triple L).  RAS-COE Items 11 & 12 address growth, self-improvement, measurement and proving promising practices.

[RAS-COE-Item-11] – “That I have a continuing commitment to assess my own personal strengths, limitations, biases and effectiveness”.

[RAS-COE-Item-12] – “That I shall continuously strive for self-improvement and professional growth through further education and training.”
Why do you believe that this one is of importance?
Whereas there are promising practices here and there, there is still a lot of work to do delivering services that are measurable, measured, and proven to be sound.  In other words, in order to facilitate innovation and fill proven gaps one might best commit as a “Life Long Learner” (CSUF Mission, 2000).
Give an example of how this specific ethic might be violated in a human service agency.
[RAS-COE-Item-13] – Actually I picked another ethic because it is more likely to be violated than ethics 11 & 12 aforementioned. “That I have an individual responsibility for my own conduct in all areas, including, but not limited to, the use of mood-altering drugs. I shall not provide counseling or education services while under the influence of any amount of alcohol or illicit drugs (not including drugs or medication prescribed by a physician…dosage and frequency prescribed…).”

RAS-COE-Item-13 becomes important in the age of lawful use of medical and recreational marijuana.  A weekend user could still be “under the influence (testing positive)” well into the workweek.  Hearsay about the agency voiced the belief that Oswaldo Escalante was a regular marijuana smoker.
What do you believe should be the consequence of violating this ethic?
While positive the RAS cannot be allowed to work one-on-one with clients.  In the recovery home setting while positive they cannot be allowed to live with clients.  Violation would have to be determined by lab such urine testing.  Rather than submitting the sample(s) to a laboratory for testing the test strip method should be used to cut costs.  If they test positive they should be billed for associated lab fees.  If they use with a client they need to be disposed.  “Drug or alcohol testing typically costs $50.00-$80.00 or more for a drug and alcohol urine or saliva test performed at a laboratory. For example, Any Lab Test Now charges $49.00 for a 10-drug urine laboratory test and $69 for a five-drug saliva laboratory test.”  It looks like it can be as low as $15.00 per test.  Still depending on the size of your agency and the frequency of testing it could add up to a significant investment.

Mr. Zager does not know as of October 13, 2016 that we are auditing his class.  So far while auditing this class online, Ethical Issues In Human Services, it has been great fun.  Through assessing ethics in human services, we have disproved some of our relationships with our Health & Human Services associates while improving others. We re-discovered: We work when we tell people: I can’t fix it, may I suggest seeing/calling so-and-so.  I am not a big believer in referrals.  Particularly when the client is in crisis.  In this class was refreshed our belief about the value of the right “keys” (Zager, 2011) in hand.  At present we carry six (6) keys when we’ve been down to none (ϴ).  Other than our first car key, the most valuable set of keys entrusted to us was the standard four (4) key set given to us first year veterinary students at the University of California Davis.
 
How is this class affecting you to date?
Auditing this course online has helped me discover the difference we can make profiling various helpers while applying ethics personal to me such as harm reduction.  In the age of transparency and accountability we have to be true while not substantially harming anyone in the process.  With our Blog and in finding our voice we hope to facilitate change and transform a few public and private systems’ of care (SOC).  By creating (using Chapter-01 material) and applying our COE we hope to minimize our biases.  Emotionally this material makes us happy.  As always Mr. Zager’s material is impressive. 
What have gotten from this class?
After more than five years externally reviewing only those that earn good reviews, with new knowledge and material (syllabus) I am ready to perform the hard work of critiquing those who share little insight into their performance.  I do miss actually being physically attending class with instructor Zager and his class members (cohort).  It was great fun back in 2011 delivering on: Crisis Intervention & Introduction to Health & Human Services.  His pre-test review games are the bomb.  He did comment that one or our behaviors was “weird”.  At UC Davis we did not have mixed Scantrons (bubble and text space).  The testing format was either all bubble or handwritten. We are often curious to see how we ranked class wise in both of Mr. Zager’s classes (Circa fall 2011).  We know we earned an “A” in one of them.
Class Feedback: Improved Learning Suggestion
For improving this class with respect to this Code Of Ethics assignment, we refresh our suggestion for implementing a rubric if one is not already employed [See Appendix > Suggestion > Rubric Draft].  Rubrics are very helpful for those new to college level literacy.
How can this class be improved to provide more of an opportunity for learning?
Include some Commercial-Of-The-Shelf (COTS) psychometric assessments.  Since we picked the Recovery Addiction Specialist (RAS) ethic standard we will recommend some Substance Use Disorder (SUD) evaluations.  They will also complement the Co-occurring Disorders (COD) class offered by Cypress College.
Area of HHS Ethics – Measuring Ethical Behaviors (Off outline)
We reviewed the lecture PowerPoints for this class.  We endear the most interest clustering about Chapter-10 [ISSUES IN THEORY AND PRACTICE].  We are interested in: Counselor practice models (styles), cognitive behavioral therapy (CBT), systemic gaps, self-healing, tests in counseling, and test limitations.  Associated topics yet not clearly described in the lecture notes that interest us are: Accountability, transparency, and recovery using digital technologies. The condition that we are focusing on this quarter is major depressive disorder (MDD).

Appendix - Bonus – I and how is it the color Red?
Back in late 2011 when I had professor Zager at Cypress College he mused about the color red.  To the best of my remembrance he said it bothered him.  Back in 1988 when I was showing signs of intensified anxiety, I notice that my bookshelves and furnishings had too much red about them.  I call this the Red Factor.  Within a week I had tagged and disposed of 90% of the Red items about the apartment.  Before reading and cheating about the color red I believe red reactivity can center about blood.  Most people respond strongly to free running, splashing, and etc blood.  Throughout my career as a Health Worker I have become more cautious when I deal with out of body blood. My sensitivity to the color red has decrease since it peaked in 1989.  Now let me read a bit and cheat.  Search string “reactions to the color red”.  One study says “A new study, published in the latest issue of the journal Emotion, finds that when humans see red, their reactions become both faster and more forceful. And people are unaware of the color's intensifying effect”.

Recommended for Official Bibliography

I recommend this Code Of Ethics standard be included in the official bibliography for one’s health and human services portfolio.  I also recommend it for the Co-occurring Disorder (COD) class (HUSR 243) at Cypress College.  “The Newest Deal” has not been secured, chance still reigns.

The Assignment
This assignment, reaction to a Human Services Code of Ethics, was presented in Mr. Zager’s HUSR 275 TR Syllabus Fall '16.  The Reaction Papers were due November 3rd, 2016.  Mr. Zager describe the Reaction Paper as follows: “Reaction (Thought) Papers are designed to provide you with an opportunity to share with the instructor your thoughts and feelings as they apply to a specific Human Services Code of Ethics.  Late papers will be penalized 10% before grading.”  I have written over three papers for Mr. Zager (Torkelson, 2011).  They all scored over 100 points out of 105 points possible.  Mr. Zager indicates that: “All papers are to be typed along the following format”.  He also notes that:  “Following your insertion of the Code of Ethics your paper should be…

Checklist Modification

We here at MSG modified his requirements and specifications into a checklist form.  We identified two conflicts.  1) spacing:  We come from a science (MLA) background.  In general science papers are single-spaced.  We like the social science double spacing because it reads faster.  Yet when we insert word for word a potion with prefer single spacing.  2) color: Black type works well for the majority of the paper yet when you embed links in your paper the standard is blue.  What follows is our checklist based on Mr. Zager’s requirements and specifications (R&S).  You can print it out and use it again and again for quality control.  In general over half of the R&S are standards.  If one of teacher alters these do exactly what the new teacher requires.  An example of a change would be the margins set a one-inch (1”) all around.  Another example of a change would be to change the format to that of a science report: Abstract, Introduction, Materials, Methods, Results, Discussion, and Literature Cited.

We took two (2) classes hosted by Mr. Zager back in 2011.  We found that most if not all the some odd sixty (60) students respected him.  Mr. Zager offered extra credit therefore you could earn more that 100 points on a 100 point assignment.  We often wonder were we came out in the class performance rankings.  Like others indicated online if is not wise to miss any classes – we had perfect attendance.  Online they address amazing lectures.  Actually I really don’t remember any amazing lectures.  I do remember some amazing labs and meetings with professors during office hours.  I usually do not have to read the textbooks.  At Davis we purchased lecture notes.  Yet, for Crisis Intervention (Kanel) I did read the book.  In a manner Mr. Zager cares and in another manner he doesn’t.  We will address caring in our Site Visit paper.

Observation
We have observed Director Hale for what seems like forever.  She speaks between six and ten times per year for the MHSA Steering Committee.  In this paper we address ethics only.  We are tempted to apply our Rate the Director system but it is out of scope.  Mary is both our high control for ethical assessment and directorship.  In here resume (more like a CV) she lists numerous virtues.  We have actually observed applying her virtues.  It is incredible the number of FAQs she can field.  For right now it would just be nice to have a Rate Your Director App.
