Case Brief – Failed To Protect
This is a formative report for Fall Quarter 2017.  To the point: MSG’s principal, i.e. the highest authority with MSG, Keith E Torkelson, had his nosed broken (2012) while staying temporally at the Chapman Board and Care Campus in Garden Grove, California.  This report addresses events that occurred during the first six (6) months about 2012.  The perpetrator “Mike” had just shoved “Lynda” to the ground (See exhibit A).  Keith came to her aid.  She indicated this was usual and customary behavior for “Mike”.  “I don’t need help getting up!”  Upon returning to a position near “Mike”, Keith received a broken nose from “Mike’s” right fist.  No police report was filed and no medical care was arranged.  Mr. Torkelson has a permanent scar tissue on the bridge of his nose.  On behalf of Mr. Torkelson, MSG had trouble delivering the report because one Chapman’s administrators, Mathew, was Mr. Torkelson’s friend.  The California Department of Social Services inspired us to publish this material in that it may help other people out with housing in times of hardship.

Dedication

On this Wednesday the 13th of December we charter our Family Grieving Day (FGD).  We dedicate this report to our family members passed.  One, the oldest male child, in our family died on his bachelor party night in an automobile accident.  He died on December 13 1969 around 3:33am.  We also dedicate this to Chapman Board & Care (CB&C) resident Linda S. who Died Too Young (DTY).

We met Lynda S during a brief and satisfying stay at Chapman Board & Care (2005).  She slowly decayed and Died Young.  For Lynda S the Chapman Environment was Safe yet not Healthful.

I have see people live at Eden manor for several years and only becoming worse after time. They do the bare minimum for there residents and do not provide proper service and care taking.”

Bonus Subject - Alleged Discriminatory Act
At the time of this complaint, due to disability Mr. Torkelson says “I had trouble protecting ourself”.  Due to disability he did not receive usual and customary help associated with institutional care.  Again Mr. Torkelson states, “he tried to help out a gal that the  perpetrator “Mike” had pushed to the ground.  The perpetrator’s name is “Mike”.  When Mike saw that Mr. Torkelson came to her aid he started talking angrily in a language “I DON’T understand”.  This was potentially the Assault element.  In Mr. Torkelson’s words:

I was standing within four (4) feet of  him.  When I turned to look at him he punched me in the nose.  The impact threw me to the ground on my back.  I got up then grabbed my nose and felt it.  Due to “Mike’s” punch my nose was bleeding and smashed.  On this day I lay testimony Mike battered us by breaking our  nose.  The facility did nothing to help us.  We were not taken to the hospital.  No police report was filed.  On this date 20171213-W over five (5) years later we host a permanent scar on the bridge of our nose.  We believe we as a minimum we were Neglected Abused and Battered.

Woman, 49, Admits To Murdering Roommate In Garden Grove, Police Say


“Feb 21, 2014 - GARDEN GROVE (CBSLA.com) — A 49-year-old woman confessed to killing her roommate in Garden Grove, according to police.  Fire officials responded to a “female in cardiac arrest” around 11:05 a.m. Friday at Chapman Board and Care, located at 10811 Chapman Avenue.  When personnel arrived on the scene, they found the victim, identified as 50-year-old Hoa Sui, with apparent lacerations around her face and neck.  Police later determined the death was suspicious.  During the investigation, Sui’s roommate, Lucie Wardell, admitted to the crime, authorities said. She was booked on suspicion of murder and is being held at the Orange County jail.  The motive behind the homicide is unknown.”
